For the purpose of promoting reading through ebooks, encourage the development of applied technologies for literary creation, support book distribution on the Internet, as well as encouraging authors whose form of production is linked to the new platforms, the Secretary of Culture through the National Center of the Arts and the Multimedia Center, opens the 5th call for the Animated and Interactive Book in Spanish “Paula Benavides”.
The Secretary of Culture, through the National Center of the Arts and Multimedia Center with the purpose of promoting reading through ebook, encouraging the development of applied tecnologies for literary creation and supporting books spreading through Internet, as well as encouraging authors whose work is linked to the new platforms is issued based on article 41 bis, fraction IV, subparagraph (b) of the Organic Law of the Federal Public Administration calls for:

FIRST. Artists, writers, animators, designers, programmers, musicians, as well as creators of other diciplines that have to do with developing ebooks, any person no matter the nationality, place of residence, may participate, can be individual or group work.
SECOND. Participants will have to fill out a registration form online at the following Web site: www.libroanimado.cenart.gob.mx. The deadline to enter the registration is September 13th at 3 pm (Mexico City’s time). Then the Multimedia Center will send the corresponding folio number.
THIRD. The ebook must be unpublished, written in Spanish and targeting children and teenagers, it also has to include text, images, animation and/or video, sounds and/or music, so that the reader can interact with these elements to enrich the reading. Proposals that are only limited to fixed image will not be accepted.
FOURTH. The creators can register animated interactive books in Spanish of literary texts, developed for computers and tablets.
FIFTH. Only completed and unpublished books will be accepted. Where something is authored by a third party, the creator will need to check the corresponding assignment of rights.
SIXTH. The book will be compatible at least with one of the following operating systems: Mac™ OS X 10.10 or advanced, Microsoft™ Windows™ 7 or advanced, iPad™ with iOS 9.2.1 or advanced, Android™ tablets 4.4 or advanced. In the case of web applications, they shall be compatible with the latest version of browsers: Mozilla™ FireFox™, Google Chrome™, Windows Internet Explorer™ available at the date of publication of this call for proposals. In both cases for download, installation and implementation, it should not require additional software. For more information about the technical requirements, consult the technical annex.
SEVENTH. The projects will be delivered in the Multimedia Center of the National Center of the Arts, Río Churubusco 79, col. Country Club, del. Coyoacán, C.P. 04220, Mexico City, from 10am to 3pm. For comments or questions, send an email to: email@example.com.
EIGHTH. This call will apply from the moment of its publication until September 23rd, 2016 at 3pm. After this date no work will be accepted. In the case of parts sent by mail or courier service, the date of the postmark will be taken into account, and will be accepted within five working days. Shipments will be made by account and risk of the creators.
NINETH. Participants must submit their works in a cd or dvd, tagged with the folio number assigned to the registry online (second point). As well as technical requirements.
In addition, in an annex and marked envelope with the same folio, they must deliver a tab that contains:
A) Name of the author or authors. In the case of work groups, a representative must be designated and must specify in which part of the project participated each of the members of the Group
B) Location information of the author or authors (full address, telephone and email)
C) A brief semblance of the author or authors
D) Brief synopsis of the book and a list of keywords
E) Documentation proving that the author has the authorizations referred to in the fifth item of this call
TENTH. None of the works presented must be participating in another contest or be pending approval or opinion for publication in any medium or support.
ELEVENTH. Participants may submit the number of original works that wish, provided that each job register separately.
TWELFTH. The jury will be composed by leading members of the cultural, field, literary and technological fields.
THIRTEENTH. All proposals will be evaluated for their graphical and literary quality, technological innovation, as well as the ability of interaction between the user and the book.
FOURTEENTH. The decision of the jury will be unappealable and will be released on October 16th 2016 through the website: www.cenart.gob.mx and will be published in important nacional newspapers.
FITHTEENTH. The awards will be presented in the context of the Meeting of Digital Rewritings at the Multimedia Center, that will pay for the trip and accommodation of the winners for the award ceremony, only if they do not live in Mexico City.
SIXTEENTH. The not winning projects will be returned to their creators, who must present the folio number and register with official identification as the responsible for the project, at the Multimedia Center in the National Center of the Arts, from November 22nd to December 16th 2016, on working days, from 10am to 3pm. The not caimed project will be destroyed.
SEVENTHEENTH. Entrants agree that the Ministry of culture, through the National Centre of the Arts and by means of the Multimedia Center, will have the exclusive right to exploit the winning works in any of the forms referred to in the Federal law of copyright, or a period of five years starting from the date of delivery of the prizes to the winning authors.
Pursuant to the above, the Ministry of culture shall have, during that period, the exclusive right of exploitation of works in electronic, printed format and any other known or to be known.
The amount of each of the awards includes the remuneration that corresponds to the authors of the winning entries, by the exclusive exploitation rights granted to the Ministry of Culture, by royalties so authors are not entitled to receive any additional amount that.
The authors of the winning entries will respond to the Ministry of Culture, the National Centre of the Arts and the Multimedia Center of the authorship and originality of works, as well as the peaceful exercise of the rights set out in this paragraph.
EIGHTEENTH. They are excluded from this call for proposals: middle and top level public servants and form Ministry of Culture; members of the jury and their direct relatives; as well as the winners of the previous editions.
NINETEENTH. Any case not foreseen in this call will be resolved by the Ministry of Culture.
TWENTIETH. Participation in this call for proposals implies acceptance of all and each one of their bases.

This call for proposals is issued based on article 41 bis, fraction IV, subparagraph (b) of the Organic Law of the Federal Public Administration.
1. The ebook should be compatible with any of the platforms listed in the following table:

2. The participant must do all relevant installation and performance tests, beacuse the book will be automatically disqualified if a problem in the software is found.
3. A user manual must be delivered with the book. The presentation of this document is important because that will also be part of the final product. The format of this document should be .pdf and must contain the following information:
I. Minimum hardware requirements.
II. Recommended hardware requirements.
III. Installation manual.
IV. User's manual.
4. The Project must have all rights of the images, videos, animation, audios, text font, etc, and should be deliviered.
5. The ebook must be a stand-alone application, for its installation and execution it should not require Internet connection.
6. If the ebook requires additional software for the installation or implementation must be provided with the book, taking into account that all rights of use and distribution of such software should be. The installation of additional software and installation of the book must be a single procedure, everything must be integrated into a single installer and it must provide the user with detailed information about the conditions of use.
7. Participants must be able to check with the licensing of the software tools used in the creation of the ebook through supporting documents (e.g. certificate of authenticity of software, licensing of end user, purchase records of the software on behalf of the end user, etc.).
8. In case of using a web application, should be compatible with the latest available at the date of the closing dates of the call of the following browsers: Mozilla™ Firefox™, Google™ Chrome™, Windows Internet Explorer™.
9. Participants will present their works in the following way:
a. cd or dvd labeled with the folio number assigned in the registration which is referenced in the second point of the bases of this call.
b. The cd or dvd must contain the following files:
I. Executable file (ebook).
II. User manual in .pdf.
III. Folder with the audiovisual content of the work (images, video, audio, fonts and any other material that is contained in the work).
IV. File with the full text of the book in format .doc.
10. The audio-visual material sent must have the following format:
Images: .jpeg, .jpg, .tiff, .png, .gif
Audio: .mp3, .wav, .ogg, .wma, .aac
Video: .mov, .avi, .mp4
11. Files considered as executable for each platform:
iPad: .ipa + .mobileprovision
12. In the case of the applications developed for the iPad™ must follow a special procedure before sending the executable and must take the following considerations:
I. Be part of developer programs for iOS.
II. Before shipment, the application should have been tested in an iPad™ and not only in the Simulator.
III. At least two weeks in advance before the closing of the call participant must contact the staff of the Ministry of Culture to receive the necessary information and to generate executables for this platform (.ipa + .mobileprovision).
